Because the mainnet, although functional, is not yet fully optimized and decentralized. HUGE functionality upgrade comes in 4 weeks (Chrysalis update). There will be big performance improvements, better libraries for developers, smart contracts, NFTs, oracles and much more.

Later this year (Q4) the centralizing element, the Coordinator node, will be shut off. Coordinator-free testnet is already running. This will be done by introducing a completly new consensus algorithm (Reputation-based conflict-voting).

In 2018 IOTA partnered with an organization called MoonPay. They build their platform on the Tangle network but it was a very badly coded project which enabled a hacker to backdoor into the mainnet and steal a shit ton of MIOTA. They have been focussing on securing their network and fixed their main problems. Now for the finishing touch they plan to release their Chrysalis update which was announced ages ago which will make the mainnet more scalable, more secure and it makes it possible to release their coordicide update what will make it completely decentralised.
