There need to be some protections for delegators, and I think this is fair. Allow movement between indexers, even if it's just special circumstances like a change in the cut or if the indexer has not distributed a reward in a certain length of time, and allow that to be free of both gas fees and 28 day thaw period. Only incur the thaw if you undelegate to move to a wallet.
