Cashapp let’s you buy btc, you can then send it to a Binance account and send it back to cashapp or in LTC to coinbase or whatever.

To open and use the Binance account, as long as you don’t link it to a CC or bank account, all you need is a VPN so you can act like your somewhere else in the world and a email.
