Can a more technically literate anon explain to me how ETH would even function with such high gas prices? The gas price is designed to move and adjust according to eth price.

Dapps use gas which is the backend gearing mechanism for ETH. Dapps dont use eth directly.

Eth has is own problems holding it back, not the least of which being its own potentially contentious hard fork when it moves from pow to pos (which may or may not ever happen since devs seem to be stumped on how to actually implement their pos vision).
