it's a delegator issue. the system as a failsafe is designed to halt if 33% of the validators are down. most users just delegated into the biggest ones, they went down and halted the system. system worked as planned, however now they need to find good wats to spread us delegators out. already governance voted planned for cheaper validators (so more) and potentially a cap on how many people can delegate to a single node. many other ways of dealing with it as well. in the future, more nodes + limits mean it really can't happen again. prob need to inform users a bit more in the wallet how delegating works too, so we don't all just like into one or two
