It's possible. You'd have to learn the Luigi library and understand how to build a data pipeline.
I'd stick with rule-based, but if you want ML, you can definitely do it. You can even automate the fitting (teaching) process with updated data.
You would have to know what feature engineering and model selection is, though.
Get a free databricks account (you'd get a free 16 GB RAM machine) and prototype what you want to do and sign up for a free 1 year account on AWS and store your data on S3.
I started working on it, have a worker scraping crypto data every 10 minutes, need to wait a bit to collect enough and start aggregating.

I'm kind of a coding noob but I've done a degree in econ and maths and i learnt time series analysis which is used to predict future data from past data with the inclusion of white noise and white noise lagged dependencies.
The end goal for me is to create a bot that incorporates all this while being self improving and also scours certain users on twitter for their tweets then buys/sells automatically. I don't mind if it'll take me years to complete. I think it'll be a fun project.
I'm applying to do a computer science masters. Or maybe just machine learning masters to help me achieve this.

Don't rely to heavily on those, the general principle in programming is that if you're working too much, you're doing something wrong look for FINTA (Financial Technical Analysis) on PyPi, you'll be able to install it and just use whatever indicator you want with whatever parameters you want.
