The only way the treasury can pay out the bond's maturity value is by borrowing an even higher amount from the Fed. It's almost impossible to unwind their debt without defaulting on some of their bonds, because the debt issued (27 trillion) is higher than the monetary base (5 trillion).

Money is debt in the Fed's balance sheet, that they exchange for assets (bonds). But that's just a vestigial technicality from the gold backed dollar. All they're doing is printing cash to pay for bonds. The Bureau of Engraving and Printing literally takes orders from the Fed to print physical cash and send them to the banks to pay for the bonds the Fed buys.

There is none, LIBOR or SOFA make up the top bracket of the FFR, the ~0.25% rate, and IOER makes up the bottom bracket, the 0.00%. I also think that we should distinguish "money creation" as in M1, which is in fact created by fractional reserve banking, and "money creation" as in M0, which by definition can only happen when the central bank (Fed) issues new money.

I don't know what's this surplus you're talking about. You mean the cash the Fed gets back from the economy (monetary base contraction)?
