What is the rebalancer?

The Rebalance function works in the following way once called by a $YES holder (must hold 1000 $YES):
-2% of BNB/YES liquidity is removed
-the liquidity is then split into YES and BNB
-BNB market buys YES
-96% of the YES is then burned
-4% of YES accumulated is sent to caller of the function (to incentivize user spending gas)
