If you have more than two houses, the higher applicable rate will be applied to the most expensive property that is not the "primary residence." There is no cap, it can go into 6 gorillion percent.
If the residence that is not your primary is rented out, and is not a multi-family property, you pay the normal tax rate, but you get an additional "rental tax" on top of existing taxes for 5% of appraised value of property.

This is a big one. I work with Fannie Mae/Freddie Mac and FHA for my wagie job, have for a few years now. Most investors in higher traffic areas are foreign families, conglomerates of sorts who continuously buy up land. They understand lending guidelines, and just gift their relatives all the money needed to make the down payment, and make them take a primary residence.
It's not uncommon to see a deal that has a 700k home, with 100k down payment all coming from some chink's great uncle or whatever.

Could help keep these foreign families from buying everything, but Fannie/Freddie guidelines don't really keep them from doing it. They have the money to continuously scoop up real estate.

to sum up, it's fucked, and until there's a change in the rental policies of real estate, these families can continue to qualify with rental income for their next mortgage, and so on. It's the easiest thing to stack in finance with enough capital and enough bodies to stick your new properties to.
