This is based off the Reflect model, where there is a transaction tax on any transaction involving the coin and holders get a portion of that transaction.

My issue is this: How sustainable is this if volume of buys ever starts to slow down? If people stop buying, that's going to affect the price and make it go lower. This will get people to sell. This sounds like it'd make the holders benefit by allowing them to accrue more coins, but the drop in price will dampen the effect of any additional gain in coins from those selling. This means that in order for the token to remain decent, people have to keep buying, and if buying ever slows down or stops, then the value drops.

So pretty much the timelock acts as a proxy between the developers (owner) and the contract. The owner of the contract was changed to this timelock. Whenever the developers want to interact with the contract they have to through the timelock which will delay the transaction by 12 hours giving people time to analyze what is going on.

So in reverse chronological order (the same order as they show up on bscscan) it is calling the TeamRocket contract and calling these functions with these arguments:
set(4, 2800, true)
set(3, 500, true)
set(2, 2500, true)
set(1, 4500, true)

Part 1: Decoding the time locked transactions
You can go to the events tab at https://bscscan.com/address/0xfebd6f5e472d6b6b7c33dba9e663350873e7beb1 to see QueueTransaction events.
BSCScan will tell you the type of the event and the data associated with it. Notably txHash and target are indexed.
[topic0]: This comes from the definition of the event. Changing the name of the event or the types of its argument will change this value.
[topic1]: This is the first indexed thing. For QueueTransaction it is the txHash
[topic2]: This is the second indexed thing. For QueueTransaction it is target
Logs can also contain arbitrary data. For QueueTransaction this data represents the last four arguments which are value, signature, data, and eta.
Looking at etherscan you will see 10 lines of data.
The first four lines correspond to the four arguments.

Part 2: Figuring out what set does
Now you need to look at the TeamRocket contract at https://bscscan.com/address/0x2b56ae44435825cebdb3cbcb15e2458345da5247
You'll need to read the code to understand, but a simple explanation is that the first argument select what pool to modify, the second argument changes how much to allocate to the pool relatively, and the third argument is whether rewards at the old rate should be paid out before this change is applied.
Each pool has a certain amount of allocation points and the staking pool (just MEOWTH) will always have a number of points that is equal to the rest of the pools (right now four) divided by three. If one pool has twice the amount of points as another that means that the pool will gain twice as many MEOWTHS that come from a new block as the other pools.
