The only reason it "works" is that you're not rebalancing so your net exposure approaches 100% TQQQ with time because SQQQ goes down to zero. If you do rebalance to keep the 50/50 constant it doesn't work anymore.
Shorting both a 3x bear and bull ETF with the right balance between both kinda works to go long volatility without paying for VXX contango but there's a risk of ruin as I mentioned. I played with it and it's easier to do with oil or gold, for tqqq you need a net long position for it to work.

It makes sense that there is contango built in because it's basically insurance like puts are. Insurance loses money in the long term but it can help you survive when things go wrong with your main business. The question is whether it's generally over or under priced for its usefulness. With puts they're generally over priced because IV is generally higher than realized volatility, with UVXY I'm not sure.
I think it may be useful if you have a portfolio that does great during bull markets but would get absolutely destroyed during bear markets (like say TQQQ). You would need to buy more every month to keep a certain long vol % for it to work because yes, UVXY decays to nothing very fast.

I guess IV being higher than RV is being overpriced in the sense that insurance and UVXY is overpriced because of contango, to give an edge to the house. So whether or not it makes sense to you depends on whether your portfolio/strategy would benefit from paying a monthly fee to have additional capital available when the market tanks.
UVXY went up 950% when SPY dropped 35% in march. So if you pay say 5% of your portfolio and you were holding UPRO you could have had 50% the value of your portfolio to buy cheapies at the bottom when your main holding was at a 70% drawdown. Whether that's better in the long term statistically than just saving the cash, probably not. But people are willing to sacrifice their expected returns to minimize volatiltiy, otherwise everyone would be holding a 100% QLD portfolio.
