Index of refraction is just the speed of light in a medium expressed as a fraction of c, right? In that case I'd expect the acoustic equivalent to be the speed of sound in the material, which is impacted by some combination of density and rigidity. That's why I want to play around with lead alloys that match the density of silver.

In the same way, the electrical testing I want to try is basically just doing an RF frequency sweep, measuring the signal scattering caused by material boundaries with different resistances. That should in theory provide a very clear signal of whether there's some other material even beneath an arbitrarily deep layer of silver, but compensating for different coin/bar geometries would be an interesting challenge.

I work in IT, I make decent money but not enough to stack in these quantities very quickly.

You buy generics to increase your overall stack in terms of weight, while buying sovereigns give you better liquidity. The idea is that an Eagle, Maple etc., is more easily recognizable, more difficult to forge (actually highly illegal to in the case of Eagles since it's legal tender in the US), might fetch a better price on buyback due to this desirability, etc. Might not matter for someone who knows how to test silver for fakes, but would be a big deal for a normie that's not very familiar with making sure the stuff they're buying is the real deal.

That is the simple mathematical expression of what the index is yes, but it's more complicated than that. Index in the same material may be different at different wavelengths for example, if I remember correctly. It's not a perfect analogue for sound either, which is why I don't know exactly what the equivalent physics might be, but I do know the boundary is still relevant.
Your RF sweep idea may be an interesting approach, but has the potential for a few snags. Geometry is definitely important, you're right on that. You also might run into problems where the silver plating interacts with certain frequencies in ways that mask what might otherwise be givaways as to the underlying material. You're betting that the 'holes' where the surface treatment doesn't interfere would betray its own unique properties, which should be possible to detect over a wide enough sweep, but again I do not know the relevant information for silver in the radio band.
Another interesting set of quirks you might run into is the thickness of the plating layer; materials at extreme thinness interact with optical wavelengths (at least) differently than macro-scale chunks, and that may hold true for RF as well. If plating is consistently thin enough, looking for those signatures alone would be sufficient, if such differences exist for the wavelengths involved in your methods.

- can lift heavy duty machinery into deep space (a single dump truck at a mining site is exponentially heavier than all machinery we've ever sent to the moon/mars/etc.), and do so economically
- can build autonomous robots/machinery that work reliably and even fix themselves in the cold vacuum of space (the mars rovers have been reliable, but they're not autonomous, are basically screwed if something mechanically breaks, and basically just drive around very slowly)
- can move tremendous amounts of material in a frozen environment unlike anything on earth (nasa is talking about sending a rover to mars that can drill a very small hole 15 feet deep, wow)
- etc.

and if we can do all that stuff, chances are we can just mine more gold on earth. even the ocean would have far lower costs and risks than an asteroid in deep orbit.
