If the seal is broken and they find out you'll be arrested for arms smuggling. If you fail to declare firearms to customs in any country and they find out you'll be arrested and charged with arms smuggling. Mexico is the worst. Bring guns into their territorial waters, they don't care about your nationality, they will arrest you and charge you with arms smuggling. Australia is almost as bad. Say you arrive in their territorial waters and encounter customs near Sydney. They'll impound your guns, but lets say you're leaving their waters from Perth on the other side of the continent. Well you're shit out of luck, you can only pick up your guns in Sydney and leave their territorial waters from sydney with the firearms, so you can't skirt the island. It's why PMCs on container ships and oil tankers dump their guns into the ocean before entering territorial waters, it's just too big of a hastle.

I know a guy who has a beautiful Oyster 125. Sails all over. He has this special neutrally buoyant container for some guns and dumps it at the edge of territorial waters and uses gps to retrieve it on the way out. I guess that's the only way to do it,

The thing is, the vast majority of crime, both violent and non violent tends to happen within international waters. So things like dingy theft, among theft in general is super duper common. I've heard stories of abduction, especially of women, for trafficking, but it's not terribly common although it does occur. The places where crime, violent or otherwise, is the worst is southeast asia. Indonesia, Philippines, that region. Piracy in international waters mainly only affects big corporate vessels with huge insurance and cargo. Although I personally know a guy who had his boat stripped of all valuables (including his spare sails and rigging) by armed "fishermen" near Venezuela.
