This does not matter at all. Why would a Euro-centric blockchain care about the SEC? Further, how is this ERC-20 token any different from the other utility tokens that are available and not being FUDed by the SEC?

It is not. Almost no wallets support the native token, to allow early adopters the ability to procure tokens, easily tradable assets are required.

Website creation only makes sense once the technology is available and working to attract seed money and early clients.

It is not centralized, the network encourages adopters to setup and run their own nodes. Staking incentives ensure this, allowing integrators to run net-zero costs. If the price rises above an unsustainable level, nodes can vote and agree to reducing transaction fees.
