Download metamask, set up wallet. Buy some ETH with moonpay, send it to your wallet. Then just exchange the ETH for doge on any exchange. Fees might sucks but you should be able to complete all of this in like 1 hour without any gay 2+ day verification process or week+ hold due to bank transfers. I've had ETH transactions take 2+ hours to complete before though.

I use coinmetro. Shit is fast so you have deposits on or off in a blink of an eye and it has really low fees. They kinda fuck you over on the available coin selection but the main pairs have plenty of that. Good fiat on ramp
