If the same store is selling generic rounds at $31 the discount for junk silver is not too much and I'd probably go for the rounds.
Just understand that you multiply face x1.4 to get price per toz. Then comparison shop to see what's the better buy. As a rule of thumb junk should be the cheapest on an ounce for ounce basis since it's already been minted and circulated.
Also a good idea to research prices online before you go into the store to avoid getting ripped or use it as leverage in negotiating prices.

Before March of last year my LCS charged $0.99 over spot for generic rounds and Maple Leafs, $1.99 over spot for ASEs, 9 cents over spot per silver dime, 24 cents over spot per silver quarter and 59 cents over spot per half. At this point I'd say paying over $30-31 per oz before tax is too much at an LCS, but I tend to be especially stingy about premiums. When I get taxed or have to restrict my speech so that it is politically correct etc., that is no longer voluntary. I don't think the system can be fixed permanently to be honest. As for PMs, it's just the fastest way to collapse it. You can go and protest and try to fight the army and police and then get labeled a terrorist and be prosecuted.
