You can be discerning and pick up shares with decent dividend payouts during huge dips that occur after pump and dumps where the stock is well below mean price or if you're 2000 IQ, realizing when a penny stock is about to break out and buying in.
Repeat this and you can get a pretty nice chunk of dividend payouts consistently rolling in after a few years of investing and it won't cost you millions of dollars, though it will still end up costing several hundred thousand. The trick is to work a normie job while you reinvest dividend payments further in breakout stocks.

There is more money in shorting and pnd if you can consistently make calls but if you're not the kind of person who's good at reading market data, you're better off building up a dividend portfolio.
