Retail is not capitulating. The price has been driven down this week with a massive spike in naked shorting. The "short %" has been driven down with a massive amount of naked covering.

These will fail to deliver towards the end of this week.

This shit needs a government bailout for everyone except the hedgies and the broker they used, or the entire securities trading system may collapse.

Probably nothing. The massive increase in naked shorting and naked covering must have started on monday. It was already pretty big, but monday price action, volume and reported short interest afterwards as a whole make no sense unless they sold shares they don't have and covered shares they don't have.

They won't show up as Failed To Deliver until at least 3 trading days have gone by, because that's when they have to settle (deliver) the shares they sold and covered with.

Ah yeah and their counterparty brokers or the DTCC has to actually say enough is enough. That the SEC or another enforcement agency has to step in and disallow them from selling more shares that they don't have and never borrowed, and force them to buy back the fake shares. Or else they can just keep on using IOU shares to cover and sell IOU shares.
