Yes the shorters were fucked and the margin call was coming but robinhood and others really fucked the momentum by literally not allowing buyers and although RH is not the majority of the stock market traders for GME the FUD was already spreading everywhere. The uncertainty on how long you couldn't buy for or if they would open up buying only to restrict it directly counteracted with the potential for a squeeze. Following the thursday drop the hedgies doubled down with their new short positions at the top and made a ton of money back.
Hedgies could've covered but they had several days to do it and they thought it was worth waiting it out until the unorganized public loses interest to just delay the squeeze as much as possible.
