Adoption is already happening even without IOTA 1.5 being released yet.

Enables a true micropayment network.

My ideas about why it's held back are:
1. Coordicide really is a deal breaker for many people
2. It's supressed widely by people with investments in networks with fees, i mean you will be banned on r/cc for even mentioning IOTA.
3. People got burned so bad in 2017 that they won't even look at it again.

I'm hoping that 1.5 will get things going.
