The point he's trying to make is that the current Stakenet blockchain cannot support sofisticated smart contracts like the DEX (the dex is not a dapp currently). The team has said that they will need to do a hard fork before hydra so that the chain can actually run the dapps.
The FUD comes from the fact that no one has ever successfully done such a fork and the team has been very quite about the specifics of this complicated hard fork.
The current chain is essentially just a placeholder chain for until the upgrade is made.
