You don't "invest" in ammo, you stockpile it. You can't really trade it in any significant volume without being a registered dealer, at least while avoiding federal prison. Its only really an "investment" in the event of total federal collapse.
But absolutely beyond any doubt you should stockpile ammo. Have a couple hundred for each gun you have, maybe more. Don't go too crazy though, too much and its hard to move in situations where having it in large qtys will actually matter.
