If you are referring to "dollar to silver ratio" probably not as that figure is the total yearly silver production compared to yoy money supply growth.
The paper to silver ratio means that for every 1 oz of silver in investment grade form, 999 or 9999, there are 186 claims on that single ounce. Has nothing to do with target prices, but could be used to figure out when the market has corrected.
