The issue isn't so much the "how", that part is easy. If Congress wanted to they could put a moratorium on 401ks/IRAs/HSAs/etc and any other fund that is used for retirement purposes. The problem is that there isn't a good alternative. Pensions aren't financially viable because in most cases people are living longer and taking out more than what they initially put in, which can bankrupt companies.
