It's been like this for few years already. Nokia has many 5G deals yes, but most of them are letter of intent and doesn't bring any profits or cashflow.

Also NOK has a tiny dividend you can receive so remember that even if you end up holding bags. The right thing to do if their share price goes high would be to increase their dividend which would make people want to hold. Dividends are complicated though so who knows what will happen with that and I'm pretty sure they haven't given them recently.
