I work at a major bank Goldman Sachs and have noticed one of my coworkers is a drug addict

He comes to work sometimes smelling of cannabis, had wild mood swings and generally acts manically

I suspect he is also heavily into cocaine, and have observed a black man in his office several times

Should I report him? I'm reading employee guidelines but there's nothing really here
