He is basically saying that when 2 parties trade with each other using the brokers and clearing house as mediators, instead of just taking the money from one party and giving it to the other in exchange for the stock, they are doing God knows what with the money.

The point is, since they are not trading on margin there is absolutely no reason why they would not have enough collateral, because all the collateral they need was already provided by the person who is buying the stock with the money in their account.
