Cosmos is not like Ethereum because in Ethereum, ETH is the GAS and the "centralized" validator for the tokens. On Cosmos the hubs like Cosmos, Sentinel and IRIS are sovereign, hastheir own currencies and their own validators. So a hub doesn't need to "talk" to Cosmos, it can talk only to Sentinel, or someone can build a application on the Sentinel Hub. It's way better than Ethereum and has already fixed the scalability issues since it doesnt have one centralized chain but instead have hubs which can also have different zones to further increase scalability.
