I've been researching this a bit and it looks like gamestop is a WKSI, so it can file its request to issue shares and have it become effective immediately, it would just need to be arranged with a broker. I don't know if there is a limitation on when gamestop can do this as it relates to their earnings.
I have heard that maybe key shareholders on the board of directors can't sell their shares until the company reports earnings in march, so its likely they don't want to issue shares for the company because it will deflate the stock price.
Pretty hilarious if this is the only reason gamestop isn't issuing shares.
