They more or less do though, with Steam sales. Red Dead Redemption 2 is on sale basically every weekend for 20 bucks or more.

If a game is 69.99 and it goes on sale for 25% then the dev is only making 52.50. If Gamestop Games offered a 20% buyback with in store credit, and gave devs even just 25% of it, then the developer makes 55.99, AND gamers are incentivized to buy more games with their in store credit leading to more sales over all. Long term that copy of GTA 4 some gamer bought in 2010 just sits in their steam library generating nothing. If they could sell it back (obviously with a readjusted price for what they originally paid for it), then they'd be motivated to buy more products.
