people will just pay less gwei over the long term. in periods like this there are anlot of arb bots doing grim triggers and financially illiterate noobs from around the world paying 10% transaction fees or more to swap 100 dollars of a shitcoin. once the volatility evens out these people will quickly either pay less for transactions or go broke. the base price of ethereum being higher shouldnt change the absolute dollar amount of money people are able/willing to pay for transactions over the long run, which should mean gwei rates go down to compensate
