Mine never gets charged instantly, in fact, as SOON as I see the transactions when I connect to my account through the internet, that's when COINBASE shows that I can finally transfer funds. Let me try an example:

You bought 1BTC today, that means Coinbase sends an invoice to your bank that there was a transaction and they are waiting for the 36k. You will immediately see your funds, but you cannot transfer them, just hold them. After 3-4 days, your BANK accepts the transfer, and THEN they withdraw the money, which lifts the trade lock, and you can sell, BUT STILL not transfer, until the 7 days has gone by.
