There's no need for decentralized cloud computing because it won't work for large projects that require entire buildings and small scale projects already are very easy to set up piecemeal with the large players (Azure, AWS, Google). If you need cloud computing output on a blockchain, it's best to just set that up as an oracle backed up with link (if there's multiple oracles) or Kleros (if there's just one but output can be checked for validity).
