I think that there will be some kind of public mea culpa required of Brad and co in order to get through this. Gensler might be good for crypto, but he's most bullish on BTC. Nothing to do with ripple or XRP. It’s a change to the rates used in financial products from libor to risk free rates.
Essentially, there was a scandal a few years back where banks were gaming the libor systems (I think through timing trades at certain times to push up/down the rate). This led to a lot of grief and regulators required a move to RFRs.
It’s all pretty much done now - the big players have pretty much sorted it though an ISDA protocol, though getting there with smaller clients isn’t as easy.

The public/private partnerships (and her involvement in it) really just reflects the size of the issue. Basically all trades/products that referenced underlying rates (from loans to swaps to interest on collateral) used libor (or similarly calculated) rates. It’s been the biggest project in the market for a couple of years now and is only just about wrapping up. So basically everyone was involved or affected by it (especially the higher up in the organisation you go) and there was an inevitable spring up of service providers offering solutions as well as working with public bodies to keep regulators happy.

(The risk being that (1) if you can’t find a quick, easy solution you have legal issues as you’re stuck with a trade requiring rates that are ceasing to be published or that you are not allows to use, (2) clients weren’t always incentivised to change the rates, (3) systems issues plugging in the feeds and amending all of you trades, etc., etc..)
