The bollinger band by default contain 95% of price action. If price action is at the base of the BB on a high time frame, like the weekly, and especialyl with bullish divergence on the indicator, there is a high probablity that the price will go up.

Considering it is poised bullishly against btc it means that for the next year or so link will go up more than btc.
