Its the business owner's fault really, they're the ones not paying these people. But they say the margin is so thin in those businesses I guess they wouldn't be able to turn a profit. So you'd have to see why is the profit margin in other countries enough to have a payroll.

If the food is excellent I tip the chef 10%. If the service is excellent I tip the server 20%. I have never paid less than $100 for a meal.
