Just get a VPN. They go on sale for like 99cents all the time on slickdeals. There are some free ones, maybe other anons can assist there.
One on VPN connect to Canada and google Huobi global. Make account, get a deposit address all the jazz. Send your btc or eth to Huobi and immediately market buy all the RSR you can muster.
