According to governments, anyone who gets the vaccine or does not get the vaccine will be recorded in a database.

If enough of your workplace say that they are not going to take it then the workplace will not risk mandating it. They may try using methods of coercision, but generally if they try to force the staff to take it the staff would either find a new job elsewhere or the staff would rebel against the company and the company would get a bad rep for trying to force people (similar to the Quantas airline fiasco)

Granted the world has a bunch of non-employed people right now, but unless you work a basic job (which will be replaced by robots anyway within the decade) then you are valuable to the company and they'll not risk losing the majority of the staff they have.
