Even if you give what he said there the most optimistic reading possible it still admits the project has major issues that require exceptional circumstances to be repeated.
It also doesn't address them JUST STARTING TO WORK WITH THE LEGAL FIRM ON AN OPINION THAT WAS SUPPOSED TO BE DONE ALREADY.
