Does this coin have any use other than buying drugs? There is no active development, no smart contracts, it is PoW and no plan to transition to PoS (which means fees would get very high if it becomes popular). Why would I invest in Monero if my intention is not to do anything illegal?

Any PoS is the scam by definition. You can even check it with practice: all old PoS coins are more or less dead by now. When ETH will move to PoS, it will die too. So they not in hurry with PoS transition. Any coin without mining is the scam too. Turing machine on blockchain (ETH) is practically useless and bloating blockchain. Money should be money and nothing more. People need money. True money. BTC was the first. Monero is the second. Fungibility.
