Yes and no. The immediate effect of a security declaration is it is illegal to be sold on a non sec registered exchange. Hence xrp would likely be delisted from every crypto exchange since none of them are sec compliant. This has happened to a few other coins but none as big as xrp. Look at kin for an example. Not on any of the major exchanges.
