I guess it would technically be a crime, but I think that would depend heavily on where you're located. The most likely scenario? You get banned from the exchange. But realistically, they're making money off you, so most will probably just pretend to not notice you using a vpn and not really give a shit. No exchange will actively help law enforcement unless they have to, and this holds true for pretty much every business, speaking from the point of view of a business owner. We all hate the government, and getting your customers arrested/fined isnt really good for business.

The absolute worst case scenario is that your government freezes your assets. I'd be 100x more worried about what your government may or can do than what an exchange will do, and plan accordingly.

Best bet would be binance, they surely aren't working with any agencies as they are constantly relocating in order to avoid any regulations etc. Coinbase and other more serious exchanges shouldn't be touched with a stick. transfer small amounts in and out so you dont get all your funds frozen and if you have any btc ATM with low fees that doesnt require KYC nearby, that should work
