Basically it's like this:
Rebase factor = Current BASE / Target BASE

Each day the market capacity is rebased, if the factor is positive more coins are added, if the factor is negative coins are removed from your wallet. It's just an adjustment of market capacity, the value is adjusted accordingly. I haven't looked into it but you could probably earn a pretty penny if you check out liquidity and cascading.
