I have noticed this decline not only in billionaires but also in all Western governments. My country for example, the Netherlands, used to undertake massive projects having to do with managing water. We reclaimed huge swaths of land in the 50s and 60s and built one of the world's most intricate and robust networks of dams, sluices, locks, dykes and levees in response to the flood of 1953.

Nowadays none of this is happening anymore. It's not a lack of plans, we still have those. For example the plan to put Amsterdam Schiphol airport a few miles into the sea, so it's growth isn't bottlenecked by the surrounding villages and the people living around the airport aren't bothered by the traffic. These plans have been collecting dust for at least 50 years. Why? I don't know. We have the expertise. We have the money. We have the labor force. What we lack for some reason is ambition in the places where it counts. Every time it's brought up, we have some faggy politicians whine and FUD and say: "B-but it's expensive, it will cost a lot of time, and most importantly, do we really want our airport to grow? Think of all the extra greenhouse gasses! Anyway, let's up the immigrant quota :)". It's infuriating.

Anyone else notice the same in their countries? I really feel like we're living the end stages of Rome. At some point a civilization just peters out. Not with a bang but with a politically correct whimper. Disgusting.

I've seen this change occur over the past 20-25 years. In the 90's, we used to romanticize and look up to rich people and people with nice, flashy things in general. Nowadays, you'd have to be crazy to drive a car that costs more than like 80k or flash anything expensive. I think it has more to do with the fact that back then, the economy was a lot better and regular people had a shot at achieving those high levels of success, but nowadays I think they realize how fucked they are and how they will probably never have those things. i guess you would call that being disillusioned.

Honestly I don't get why they don't want to leave a legacy anymore. You still see the legacy of Robber Baron age porkies, with all their works of art deco public projects and Government engaged in this as well (Hoover Dam, across the top of it are all beautiful art deco installations and the Moscow Metro is another piece of amazing public art), Early-mid 20th century railway used to be genuinely luxurious even for lower-middle class people.
Now they just horde billions in their caves and if they decide to help fund a building, it's some ghastly modern eyesore like the dogshit skyscrapers you see them pour money into across London.
