Where I work it's a revolving door of young talent entering, training and meeting resistance constantly and then leaving for industry. Waste everywhere. Everyone is risk averse in every single procurement, and in addition to that the seniors are all risk averse personally for their pensions and bonuses.
GCF employers like mine are very exposed to technology sector and industry run rings around us. Regulations and risk averse middle aged idiots make everything too slow to keep up with the market, we constantly buy things that are outdated by the time they're in use. Our people don't truly understand the requirements and aren't specialised and where we make effort to buy in specialist knowledge with contractors it just means areas slowly become totally reliant on them, I've been in one team that was more contractor than crown servant.
