I guess I've always had a bit of a knack for it, and always wound up in leadership positions. I'll try give some tips but be aware I'm not trying to write one of those hack self help guides.

First thing is confidence, you need to come off as confident to get anywhere as a leader, no one will listen to a shy autist. This is a pretty deep first step as it covers being charismatic, looking respectable, etc, basically be able to get on with people and make them feel like they can trust you, or at least like you're a real person with a bit of substance you, NPCs make poor leaders. A lot of this is dependant on your personality and is probably better to be born into being good looking, tall, confident, charismatic, etc. You can improve on what you are currently though.

Find the people you need. Leaders aren't the smartest people, there among them though, your job is to find the people who have the ability to get shit done and make them co-ordinate through you, if you recruit someone to a position they will almost always see you as a superior, it's pretty easy to take say 5 individuals who have the necessary skills and get them to function as a group to an end, since they all probably won't know each other they'll look to you for guidance, by the time they are working well together you'll already be ingrained in their mind as the boss, this even works if you aren't particularly important in the final running of the group. Remember though that you do need these guys and keeping them in line, either via reward or punishment or both, is how you stay on top.

Finally, get lucky. It's better to be lucky than good.

I'd say you learn to lead by leading, I joined as a young man and turned out to be a poor infantry officer because I was timid and unsure of myself. Eventually after 7 years, I switched over to the navy and became a naval officeer but my 7 years of pain in the infantry had remolded me into a completely different person. Now I thrive and excel at my position and MOG my younger less experienced peers all the time.

I'd say its a combination of age, experience, maturity and willpower. Being gregarious help but its not the key.

There are born leaders (Not me), there are people who can work hard and become decent leaders (me). Sadly there's also people who are too timid and weak willed to ever lead anything.

tl;dr: Some people got it, some people don't, some people don't have it at first but can get it over time, some people will never have it.
