Shipping contract rates are currently below cost, so unless you got millions of dollars in lines of credit to keep operating until the price returns to normal you're going to lose money. For a starters a ship this size measures fuel economy in gallons per minute, not miles per gallon.
You would need it audited by Lloyd's to be able to buy red diesel for it and a Lloyd's audit would cost several millions to pass.
So just to get a certificate of seaworthiness and a full tank of fuel would cost upwards of 5 million.
You would need a crew to sail it, say 500k a year.
Every time you want to go into port you would need to hire the harbour pilot to be hollies onto your boat to sail it into port for you. The port would then charge 10k a day.
Water tanks would cost 2k to fill.
Anodes replacing every 3 years, 500k.
A dry dock refab every 6 years 2 - 5 million.
You'd need a lot of LINK to be able to afford to keep this

Spoke to someone once who owned just a canal boat. Turns out that if you want to operate even a small boat in the developed world there are many many hidden restrictions; such as berthing costs to tie it up anywhere, fair use rules for most waterways and docks so you even if you could afford the fee you aren't allowed to park it in a useful spot indefinitely and have to move on after a month or so. Most boats can't just sit in water forever and need frequent maintenance of their hulls. Also turns out steel boxes sitting in water hold heat terribly and require constant active heating to not be miserable to live in.
If a yacht is a yacht-shaped hole in the water you throw money into, a cargo ship would be that even more so - especially if you're not even using it for its intended purpose which is just burning money you could be making. It'd be like buying a production line and then shutting it off because you want to use the conveyor belt as a dining table for you and a handful of mates. Boats can't be parked just anywhere along a coast, it'd NEED to be in a harbour for its own safety.

from my limited nautical understanding this is a riverboat with 0 seaworthiness
meaning it is tied to 1 of 2 major rivers in china
china has been overbuilding ships for a while now and not overbuilding docking meaning you'd be paying a fortune to own this boat in one way or another getting it to a scrap yard is probably costlier than its scrap value at this point

even if it was a sea cargoship it would make a terrible bugout choice, as other anons have pointed out unless you wanna lounge around the carib forever you will have to run the engines 24/7 so you don't freeze your balls off due to icecold seawater in big metal box

This is likely correct. I mean, than anchor capstan alone is worth more than 15k. The navigation suite even more so.

There are so many hidden fees and licenses and bullshit with moving ships of even that small caliber. You can't just buy it and hope.behind the wheel. A port wouldn't allow you to leave, coast guard would stop you, and a nation/port would never let you into their waters without everything being on the up.

Sailor here.
She would be not worth the hassle. Shipping is extremely autistic when it comes to laws etc. You would sink id,say 30 million plus before you could even sail her. Thats not accounting the continuous fees and other bs you would have to pay. fact you probably couldn't sail her without the crew or some sort of certification. Shipping is a black hole for money. Unless you have an unlimited amount and have multiple ships running don't even bother.
