Correct, right now its not resistant to 51% because it is going for liveness over safety. It be parameratized up to 80%, but this is one of the params that is being waited on for governance to vote on, sometime early next year.

In some capacity, but not anywhere close to the extent that it does on Avalanhce. A good example is subnets vs parachains. The are very similar, but while polkadot is limited to 100 chains, and the process to creating these chains is complex and involves a very expensive bidding process, Avlanache is not limited in number, and anyone can spin up a VM and chain with a few bucks and some basic CS knowledge. Many things exist somewhere in the cryposphere, but they suck in execution and effectiveness in comparison.
