Better that it isn't. That game has ALWAYS been practically run by the modding community. It's one of the biggest and best midding communities out there. If DGB themselves were running it, there would be no way to develop it quickly or openly enough and the profit margins would have to be put in very obviously on paper. That's why you won't see a company like Square Enix pushing for a monetization model like this even though they could very much use it.
