Any time STA is bought, sold, traded, or transferred, 1% of that transaction in STA is burned forever. When STA is pooled, the Balancer automatically keeps the pool at a certain ratio of the various coins. If one moons, then the Balancer buys a bunch of the rest to match it. If one tanks, the Balancer sells a bunch of the rest to match it, etc. But there's 5 coins in there, so there'll be a lot of price action going on between them, so the Balancer will constantly be burning STA.
